Background

Goulburn-Murray Water (GMW) is the waterway manager for Lake Eildon under the Marine Safety Act 2010.

At the recommendation of Safe Transport Victoria (STV), GMW is undertaking a review of the current Vessel Operating and Zoning Rules (VOZR) to improve safety on Lake Eildon.

Why are the rules changing?

Safe Transport Victoria (STV), is responsible for the determination of statewide speed limits to all waterways in Victoria. Known as the State Rule, the State Rule specifies the following for Inland Waters:

Unless otherwise specified in a Schedule, the master of a vessel must not cause or allow the vessel to be operated on any inland waters at a speed exceeding 5 knots:

(a) within 50 metres of the waters’ edge; or

(b) within 50 metres of a fixed or floating structure in or on the water (including a wharf, jetty, slipway or boat launching ramp);

except in an access lane.


What rule changes are being proposed?

GMW is proposing the following rule changes as part of the review for Lake Eildon:

  • removing five (5) knot zones in inlets where the State Rule is sufficient,
  • amending existing five (5) knot zones, and
  • amending or adding sign and buoy locations to better identify five (5) knot zones, no wash zones, vessels prohibited and no powered vessel zones.

In addition, new aids to navigation and educational materials will be produced to improve awareness and reinforce safe operation on Lake Eildon.

GMW is currently inviting feedback on the proposed rule changes for Lake Eildon.

Your feedback will be considered by GMW in preparing our recommendations to Safe Transport Victoria.

The Safety Director will consider the application and make a determination regarding whether the rule changes will be made or not.

Public consultation is open from 1 September to 30 September 2024. All feedback must be received in writing within the Public Consultation period.

Five (5) knot speed restriction zones:

  • Create 1 new zone - Alliance Boat Ramp
  • Retain 5 zones - (d) Spade Cove, (j)(ii) Bonnie Doon ramps south Maroondah Hwy, (k) Ford Inlet, (l) Walsh Cove, (r) Big River Inlet
  • Amend and combine multiple zones into 3 new zones - (a), (b) & (c) into Eildon Boat Club and Lake Eildon Marina; (n)(i) & (ii) into Gough Bay; (s), (t) & (u) into Jerusalem Creek Inlet.
  • Amend 7 zones - (e) Taylor Bay, (h) Coller Bay, (j)(iii) Bonnie Doon bridges, (j)(iv) Brankeet Inlet, (j)(v) Glen Inlet, (p) Howqua Inlet, (q) Goulburn Inlet
  • Remove 7 zones - (f) Barkers Cove, (g) Bolte Bay, (j)(vi) – (j)(viii) Bonnie Doon Hutchinsons Rd to Lakeside Caravan Park, (m) Woolshed Inlet, (o) Macs Cove

Areas prohibited to vessels:

  • Create 1 new Schedule - (a) Eildon Pondage, retain existing rule and move to a new separate Schedule for Eildon Pondage
  • Retain 1 zone - (b)(i) Spillway Cut
  • Amend 1 zone - (b)(ii) Outlet Tower
  • Remove 2 zones - (c) Coller Bay, (d) Bonnie Doon Brankeet Arm

Areas prohibited to vessels with engines:

  • Retain 1 zone - (a) Howqua Inlet
  • Create 2 new zones - (b) Glen Creek Inlet, (c) Coller Bay

No wash Zones:

  • Amend multiple zones to create a new rule - (a)(i) to (a)(viii) with (b)(i) to (b)(iii) into within 50 metres of moored marinas and sanitation barges.
  • Amend 1 zone - (c) main embankment.

Prohibition of Specific Activities:

  • Create new rule - prohibit vessels involved in aerial-related activities on the waters of Lake Eildon.
